EVOLUTIONS

Evolution II - Edge Of Justice: Increase Damage by +100 (Magistar) / With Melee Weapon Equipped: +40% attack speed. This makes building combo easier with the weapon.
Evolution III - Preference-based: Swift Break (+30% Heavy Attack Wind Up Speed) or Orokin Reach (+1.4 Range.
Evolution IV - Perk 3: Critical Parallel: Increase Critical Chance by +16% (Magistar) / Increase Critical Damage Multiplier by +1x ([Magistar]).

Why [Magistar]?

The Increased Critical Damage granted to Regular [Magistar] makes it the best weapon for a Raw Damage Whipclaw.

Preferred Stats
Wanted Positives : +Crit Damage > +Damage > +Crit Chance > +Element > +Combo Duration
Unwanted Positives: Puncture, Impact
Wanted Negatives: Anything harmless (-finisher, -heavy attack efficiency, -damage to faction, -status duration, etc.)

Try to Aim for a minimum of +Crit Damage and +Damage, better with a negative.
