In truth, I only really got interested in [Sicarus Prime] when I dropped a Riven for it. Not even a great riven really, with 57% Fire Rate, 45% Magazine Capacity and 167% Damage, but, well, THAT DAMAGE!

Rather than just throw a build out there and say "swap Mod X for a riven", I figured that I would see what I could do without the riven. And here it is!

One shot's pretty much anything with a head-shot and makes light work of mid-game content even with fairly poor attention to accuracy. I went with [Anemic Agility] over [Augur Pact] after doing some extensive testing with it, both in the Simulacrum and in missions. Put simply, unloading way more bullets over time outweighed the extra damage in my honest opinion. If you prefer to go one shot happy, well, slap [Augur Pact] on there for later game content and enjoy!

I have had a lot of success with 2 x Arcane Velocity and [Augur Pact] to shore up the fire rate AND do the extra damage, but I have also enjoyed adding 2 x Arcane Awakening and using [Anemic Agility] too. I guess it really does come down to personal preference.
