This is my personal Regulators build that I use. It's the most effective (Corrosive or Viral) / Heat build I could come up with. It's similar to others but I wanted my own copy to quickly find.
For Deimos, Viral does literally nothing so use Corrosive. Outside of Demos Viral is broadly optimal outside of specific circumstances where an enemy has an insane armor stat, in which case go back to using corrosive.
I dont like Anemic Agility personally. If your min/maxing it's objectively better as it'll make focusing the [Regulators] faster. But if you do literally anything else where the guns are already insta blapping entire rooms (aka 98% of content) it's legitimately better to have more up front damage, doubly so if your moving frequently. I overwhelmingly find it more beneficial to have it so enemies die sooner of the initial cast rather than just faster once it's fully built up.
In that vein there is some people who will inevitably argue for [Hornet Strike] over [Galvanized Diffusion]. Those people are dumb and dont know how [Mesa] works, but it's not their fault. [Mesa]'s Peacemaker ability is one of the more convoluted in the game.
When [Mesa] pulls out her [Regulators], she immediately gets a 150% damage buff thats affected by power strength which is additive with other + damage bonuses. Like [Hornet Strike]. So diminishing returns impacts HS's value considerably. This is further magnified as Peacemaker focuses and that damage bonus increases and diminishes HS and other raw +damage bonuses even more. This is why the -damage from Anemic Agility isnt even a consideration for those who use it to min/max fire rate, it's one drop out of a massive ocean of built in +damage.
Considering this, the reason that [Galvanized Shot] is worth considering is that, beside the extra 80% status chance (which is worth it on it's own) is that with 5 elements at max stacks it's providing a 600% damage bonus which is significant enough to be worth while even after all the other additive bonuses. More over you realistically only care about this extra damage when it actually matters, aka vs anything that survives the 0.5 seconds it takes to hit max stacks and statuses. Everything else just pops anyway.
