With only 2 Forma and No Riven, this build will work fine on Grineer faction.

If we compare the [Boltor] vs [Telos Boltor] vs [Boltor Prime],
Telos is the winner on Critical Chance with 30% but offer lower 16% (Second Best) Status Chance.
If you have a Riven for it, the Disposition is 4/5 so maybe its Kuva Time for you! :)

Radiation will add +75% damage on Alloy and is Neutral on the other type of Grineer,
While Puncture will give +50% damage on Ferrite and +15% on Alloy Enemies and is Neutral on the 2 other type.

So just use anything else to cover C.Flesh and Machinery on your Secondary/Melee if needed.
I would use:
Viral or Heat for C.Flesh
Blast or Electricity on Machinery

Other Mods you might play with: [Heavy Caliber] and [Vile Acceleration].
