Critical Delay gives you the 100%+ crit without a riven.

You can still obtain 100% SC using all 4 60/60 mods without a riven.

You cannot have both without a riven of some kind. Choose SC over crit but ideally you want a high status chance with crit on it and a negative stat. Multishot is desirable over damage if you get a godly riven as the damage is more efficient than +damage on a riven.
