Rad + Cold deals the most to alloy armor, which most of the enemies in the Index have.

Deadhead over Merciless because the buff from Merciless is unreliably short, and the reload speed buff is negligible because of [Primed Tactical Pump]. Deadhead also synergizes with void status procs on enemy heads, as it will redirect ALL the remaining pellets into the enemies head.
