For heat inherit you need to make sure your CO-primer had scattering infernoprimed expel grineer to maximise damage as the damage calculation is:

Resulting in:
10.5(1+0.6+1.65)1.551.55=3.904625x on DoT damage
Why a secondary over a primary?
Because they are able to utilise [Primed Heated Charge] which gives 165% heat, choosing a secondary over primary for CO priming is better as having higher elemental bonus can boost the Dot damage.
