[Garuda]'s base kit makes her one of the strongest scaling solo warframes in the game. This General Use build attempts to abuse as many of those scaling tools as possible without having to rely on a subsumed ability.

Ability stats are tailored to abuse Seeking [Talons] while the rest of the mods are entirely focused on making her unkillable once you get the [Flow] of chaining several different invincibility mechanics. These include [Brief Respite], [Quick Thinking], [Rolling Guard], and [Dread Ward].

[Dread Ward] is the flex mod. Although it is obscenely powerful with [Rolling Guard], the build is tight on mods and you might want more range for [Dread] Mirror explosions or more efficiency for Bloodletting and [Quick Thinking] abuse.

[Quick Thinking] should always be paired with some form of stagger resistance or recovery. [Primed Sure Footed] is the strongest option but you can downgrade to [Sure Footed] or [Pain Threshold] if you don't have it yet.

[Rolling Guard] can be replaced with [Adaptation]. The damage resistance should not be coming up if you're playing the build correctly but the status immunity absolutely would help you to survive eximus auras and traps.

[Natural Talent] is needed on the build in order to abuse Seeking [Talons]. The range is condensed into a cone pointed forward on your screen. It already has issues in melee range against large groups and without [Natural Talent] that just becomes much worse.

Arcane Avenger and Arcane Aegis are both flex arcanes. They can be replaced with a lot of different options depending on the weapon you're using or if you're planning on abusing [Dread Ward]. This default set allows you to perform well in all content with any weapon scaled to the level cap.
