In this example I will be using the [Jat Kusar]. The [Jat Kusar] is the Blade and Whip weapon with the highest combination of crit, damage, and attack speed available at the time of writing. This allows me to put the [Khora] Ushuru skin on it and look faaaabulous!
Anyway, the most important thing to know when deciding how to mod a weapon for [Khora] is how the mods will affect [Khora]’s whipclaw, because no matter the focus of the build, whipclaw is cheap and should be worth using. Partially from the Warframe Wiki:
Damage is affected by Ability Strength, the Melee Combo Counter, and certain melee mods.
As an example, with a maxed Pressure Point, Shocking Touch, Intensify, and combo counter at 9, the normal attacks of a rank-3 Whipclaw will deal:
Base Damage × (1 + Damage Mods) × (1 + Elemental Mods) × (1 + Strength Mods) x (1 + 0.25 x Melee Combo Multiplier) =
300 × (1 + 1.2) × (1 + 0.9) × (1 + 0.3) x (1 + 0.25 x 9) = 5,298.2 damage.
• The mods that affect Whipclaw include:
Damage (e.g., [Pressure Point])
Physical damage (e.g., [Jagged Edge])
Elemental damage (e.g., [Shocking Touch])
Conditional mods (e.g., [Weeping Wounds] and [Blood Rush], but not [Condition Overload] and [Healing Return])
Critical chance and critical multiplier (e.g., [True Steel] and [Organ Shatter])
Status chance (e.g., [Melee Prowess] and [Vicious Frost])
Combo counter (e.g., [Body Count] and [Drifting Contact])
Weapon augments (e.g., [Justice Blades])

So, all mods that fit in these categories will apply to your whipclaw. However, the whipclaw does not use the base stats of the weapon, but its own. The whipclaw has a 2.0x base critical multiplier, 25% crit chance, and 20% status chance. The base damage of the whipclaw and range are determined by your warframe ability mods. Also, since a quarter of the melee combo counter is added to the calculation, max combo counter is necessary to maximize damage output. This is especially true if [Blood Rush] or [Weeping Wounds] is added to the build.

The mods that I have used are meant to maximize the strengths that both the whipclaw and [Jat Kusar] have. So, the focus is on damage, critical chance, critical damage, elemental damage, attack speed, and combo count. You can replace [Quickening] with berserker if you want more attack speed at the expense of combo count growth. And if you don’t have the Naramon focus tree, then some combination of [Drifting Contact], [Body Count], and [Gladiator Rush] are required to keep your combo alive.
Rivens should be focused on the things listed above. My riven has damage, electric, and combo duration, which allows me to replace both [Drifting Contact] and [North Wind] with the riven and [Gladiator Might] for the extra crit damage. The goal with a riven is to replace two of the mods if possible so that [Gladiator Might] can get added without penalty.
