Calculations for doing a [Catalyzing Shields] build: 93 shields with Catalyzing Shields (replace slots 5 and 8 with that plus Augur Reach); with Augur Pact on the secondary that's 120% energy -> shields so [Whipclaw] restores 28.8 and Ensnare 60. So 4 [Whipclaw] or 1 Ensnare and 2 [Whipclaw]. If you're willing to give up another secondary slot for Augur Seeker, or replace Equilibrium with Augur Secrets (despite not needing the strength) that's 160% energy -> shields, so [Whipclaw] restores 40 and Ensnare 80. So 3 [Whipclaw] or 1 Ensnare and 1 [Whipclaw].

Conclusion: without [Brief Respite] this doesn't seem worth it.
