The build results in a final critical chance on heavy of 102,4%, meaning that 97,6% of the time the heavy attack will be a base crit, getting doubled and inflicting 4 guaranteed slash procs, which is the highest amount of (single target) slash proc damage you can get in a single hit in the game, beating reaper prime by a long shot and even beating hate by 30-50%

The remaining 2,4% of the time an orange crit will trigger only dealing 2 slash procs but those being around 80% stronger meaning overall its only a 10% damage loss over a normal crit.

Tennokai is very optional, can use [Dispatch Overdrive] just fine.
