Are there better builds for this? Probably, but this is what I came up with. The original intent was just to put cold procs on a target as quickly and reliably as possible, slowing down disruption targets and acolytes. But then I realized with Primary [Frostbite], there was actually potential for a weapon that does that, and also deals some serious damage.
