Slightly suboptimal element mods are chosen so that the weapon can easily swap back and forth between Corrosive and Blast depending on the whether any ally is using [Shock Trooper].

Secondary Outburst assumes the player is using a melee weapon that can quickly build combo. It can be swapped with Secondary Kinship on frames that can buff allies for more consistent crits or any other Arcane depending on the tertiary benefits (not just damage) that they provide.
