This isn't about dmg, it's about priming viral and heat (or electric) on enemies. I can drop [Sure Shot] for [Augur Pact] or [Jolt] for Radiation. I equip two Augur mods for shield gating in case I am not using [Brief Respite]. If you do not lack melee combo duration, then you are better off using Secondary Encumber instead.
