Vectis General Use

Vectis Prime gets overlooked quite a bit when compared to the Rubico, but with a decent enough Riven you can make it one-tap practically any enemy in the Steel Path. Eximus Units will be a bit beefier, but will never survive more than one shot.
A case can be made for dropping Aptitude for [Serration]. I'll have to do more testing to figure if it would be better or not.
