-Basics-
Press 3 and activate Turbulence. Enjoy being a shitty version of [Mesa] with no aimbot. I've used her to [Protect] the operative during defense sorties and it works alright but otherwise she's moderately useless. Arca Plasmor and the Catchmoon are go-to weapons for Jet Stream Zeph.
-Stats-
Strength - Kinda useless but the 179% str does make projectiles go vroom vroom.
Range - The big one. Did craptons of testing months ago and while a lot of people rock the 145% I found 160% to be vastly superior when it comes to bombard attacks. Then again that was months ago and I can't be fucked to retest.
Efficiency - Just a bit to make things cheaper which is nice when your abilities don't last all that long.
Duration - [Zephyr]'s Turbulence has a pretty short duration all things considered so it doesn't scale especially well. 155% nets a cool ?? second duration which in a balanced build and shitty scaling isn't all that bad.
-Mods/Arcane options-
I personally find a Naramon polarity in the aura slot the most useful but pretty much everything is viable these days.
[Rolling Guard] is another great option rather than [Adaptation] and is arguably better in general. Roll just before Turbulence wears off and reapply while invulnerable.
Exilus slot is pretty flexible if 145% range is your jam.
Probably better arcanes but Turbulence is kind of a mana hog. Avoid on damage arcanes as ideally [Zephyr] never gets hit.
