The sleek lines of the Granum Attaché case conceal an infinitely sharp two-handed blade. Blocked attacks have a chance to increase the blocking angle. Note: The Granum Attaché system pauses the combo timer when holstered.

Tenet Livia Ultimate Heavy Index

It doesn't actually matter much what element the weapon has so long as it has the full 60%. Cold & Radiation are the best 2 overall though. Tenet & Kuva weapon's special bonus elements are considered Base Damage which means they are taken into account when calculating Bleed damage. This build will net you the fattest bleeds you've ever seen without using a Dokrahm.

Some important differences between this and the Dokrahm version of this build:
1.) 2-Handed Nikanas have a 0.7 second Heavy Attack windup time compared to Scythes 1 second wind up. This means that we can remove [Killing Blow] for [Gladiator Might]. The difference in wind up time is barely noticeable meanwhile [Gladiator Might] gives us about +10% total damage on our bleeds.
2.) Livia has a much better base range of 2.50m so you can more reasonably swap [Primed Reach] for another damage mod if you want to.
3.) Our 2nd heavy attack is 2 3x damage hits with forced bleed procs instead of 1 6x damage hit with forced bleed procs. [Follow Through] is also 10% higher so hitting multiple enemies won't trash our bleed damage quite as badly.

If you do decide to swap [Primed Reach] for a damage mod I advise either bringing back [Killing Blow] or using an ideal riven.

An ideal riven would have at least 2 of the following stats: Initial Combo, Crit Chance, Crit Damage, and Melee Damage.
Initial Combo taking Livia into 3x combo territory is a solid 1.5x total damage boost, higher than anything else can achieve. Crit Chance is a close 2nd most wanted stat here since any amount of it will lock Livia's crit chance into 200+ so you never low roll again. Crit Damage alongside another good stat will outperform [Gladiator Might] or [Killing Blow]. Melee Damage is at least extra damage, though due to diminishing returns it won't do as much for you as the others listed.
Range is nice to have as well since it means you can definitely skip [Primed Reach], just be sure it at least has one of the premium stats alongside it.

Status Chance isn't that good since this is a heavy attack build but it's better than nothing. You might even get a Cold/Radiation proc on your first swing and beef up the 2nd's CO multiplier.
Elements and physical damage bonuses only boost the damage of the initial hit, NOT THE BLEED. It really doesn't matter if our swings are doing even 50k more damage because of some elements (highball) when our bleeds are hitting for several hundred thousand a tick. Focus the bleeds and they will take you much farther.
