[Neutralize] isn't full level because there is no visible effect of it's last two levels as far as the stats appear. Using [Synth Deconstruct] instead of a Hunter mod for extra health orbs to try to increase survivability. If you aren't concerned about this, a Hunter mod will allow greater damage output.
