No need for elemental mods, since the weapon has default cold damage on radial attack.

If no Riven, I suggest: [Primed Cryo Rounds], [Vigilante Armaments] (so you always have 2 rockets and 50% of times you have 3 rockets) or [Hammer Shot] (normally I wouldn't use Hammer Shot, but this weapon has good critical damage to scale with and the status is good for hunter humintions/viral since we don't use 60/60 mod(s))

You could also swap out Primed Firestorm for: Primed Cryo Rounds, Vigilante Armaments or Hammer Shot, if you don't want/need the extra explosion radious
