This budget build is designed for new players to use while clearing the star chart.

The goal here is to pump as much strength/armor into [Rhino]'s Iron Skin as possible, so that you can just waltz through missions taking 0 damage, while murdering everything in sight with your insanely high damage budget Hek.

[Fleeting Expertise] added to bring Iron Skin cost under 50, meaning we can cast it 3 times on a single energy pool without [Flow] (since [Rhino] has a very low energy pool). Iron Shrapnel is there to allow us to recast our Iron Skin whenever we need, without needing to wait for it to expire. The knockdown is also nice as an extra form of CC.

Arcane Rage is a no-brainer for our Hek, and costs only 50ish plat at max rank
Arcane Guardian is more expensive than Rage, so we're keeping that at low rank - you can omit entirely if desired.
