[Serration] can be maxed out or just half, but I recommend just going all the way, since there is almost no point to not maxed it out, except if you don't have enough endo or credits.

[Split Chamber] can be replaced with [Galvanized Chamber], but [Split Chamber] is cheaper to max out, so I chose Spit Chamber instead of [Galvanized Chamber].

[Critical Delay] is a much better alternative of [Point Strike], there is almost no point to use [Point Strike]. The charge rate does not even matter on the [Artemis Bow], as most of the time only a single mouse click is used.

[Vital Sense] is just used to increase the critical damage.

The elemental mods can be replaced with anything that the lich is weak to.

I left a free mod slot, you can add any mods there, however you may need a forma or two.

I think this build can still be optimized. I still see some flaws with this build, but nonetheless it works for liches.
