Slide-Attack Movement Dagger
Daggers have high slide attack momentum and quick attack animations, making them able to move you very quickly.

Build avoids situational buffs like Berserker, because consistently high speed is more important than higher bursts when near enemies.
Riven replaces [Gladiator Vice]. Attack Speed is obviously a very attractive stat on the riven for boosting your movement speed with this build.
Riven stat priority: AS > Range > CD > Dmg > CC
