So this biggest problem with the [Tatsu] was the fact that is heavily relied upon its R3 and with the current meta being to keep your multiplier up, this was a big issue. But with a heavy attack efficiency build you can throw in other mods to make up for the lower damage and really make that R3 shine with 100% heavy efficiency and permanently keep insane damage numbers with over 100% crit and status.
