It's just MilYan's Forbidden setup #55 with one change and two more Forma. With a max conditional status chance of 180%, in theory the Electricity procs should stun enemies fairly frequently and help make up for the Galvacord's terribleness by crowd-controlling enemies who are hit but aren't dead yet. Of course, the original build's Corrosive damage and its armor degradation effect is another way to try to help it out and probably the better way.
