Update
19/11/2021 - overframe builder is a lie, pillage does not [Reach] 100%, I would need 400% ability strength to do that which means I'm missing 1%. Sadly the only way to [Reach] this 1% is with the conditionals I listed below as examples or if someone in your team has Growing Power as their aura because this does stack. Here's a quick video of me testing this build and the pillage armor strip in the simulacrum:

If you think about it tho, maybe it's not so bad that we are stripping 99% of enemies armor since we get to keep the damage bonuses from elements like corrosive or radiation againts ferrite or alloy armor (+75% respectively). Or maybe I'm just coping?
Maxed out [Mirage] build. Umbral forma needed.
399% ability strength giving 99% armor strip to Pillage and 798% damage bonus to Eclipse.
Requires you to apply a status effect with whatever you have in order to get the +25% ability strength from Growing Power as well as picking up an energy orb before casting each skill in order to give it +50% ability strength from Energy Conversion. Just so you know, this set up can be avoided with a Helminth invigoration buff of + ability strength or a [Nidus] in your team that's connected to you with his Parasitic Link.
There is also a parazon mod which works just like Energy Conversion where it gives you a blue ball flying around you for an infinite time duration waiting to buff your next ability cast by +50% ability strength called Power Drain, all you gotta do is execute a mob with your parazon by performing a finisher. It's not that hard, my usual parazon mod set up is Intruder (for hacking), Power Drain (+50% ability str) and Swift Mercy (for faster finisher animation).
This build is the actual end game build for [Mirage] endless steel path. Your survivability will come from Pillage shield gating and your damage will come from well... all of this ability strength feeding that Eclipse damage buff.
Pillage range scales off of ability duration so it will have 60 meter range spreading in a wave. It also cleanses status effects for you and your teammates :).
It's your choice if you want to run Primed Flow over Fleeting Expertise for a larger energy pool over lower ability cost at the price of lower duration. Either way you're forced to use one of these two mods otherwise your abilities would be too expensive to cast.
If you're not willing to invest an Umbral forma into [Mirage] as well as playing around Growing Power/Energy Conversion go check out my two builds for general gameplay and ESO Mirage that share the same polarities:
