MinMaxed | Regulator Builds For Each Faction (Read the Guide)

[Mesa]'s [Regulators] use a lengthy and complicated damage formula that I don't want to [Bore] you with, what you do need to know about them is the following facts:

Strength is added to the formula as +dmg twice. Once with a times 3 and once with a times 4.5 multiplier, meaning that for the longest time modding for +dmg was pointless.
Conditional +dmg increases, à la [Galvanized Shot] used to be bugged to only apply once but that has been fixed and as such the galvanized mods are now a mainstay in [Mesa] builds.
The skill only has 10% status chance and is impact based, meaning raw damage builds are usually proffered rather then trying to proc anything.
The skill doesn't actually shoot bullets, but instead it just teleports them in to the center mass of the enemies body. This means that even if you're directly above the enemy the bullets will go through their head without scoring a headshot and hit the torso. Headshots are only possible on enemies that have their heads in the middle of their bodies.

Notes:

All these builds assume you have at least a rank 3 arcane velocity on your mesa.
All these builds assume you're applying viral to any enemy that would require you more than 1-2 seconds of shooting to put down without viral.

As the 4 mods listed above are self explanatory I won't waste time talking about them, instead the text below will explain the last 4 mods:

Grineer:

Explanation: Grineer units are heavily armoured. As you have no reliable way to ignore said armour with slash procs, you're forced to strip them the combined effort of corrosive, corrosive and heat or, alternatively if you have a skill, like pillage, you are able to strip the enemies and use raw viral damage to finish them off as viral has the best multiplier against grineer health and the primed heat mod is massive.

Corpus:

Below Steel Path: [Pathogen Rounds], [Pistol Pestilence], [Lethal Torrent].
For index over 2 but below 5 high risk rounds: [Convulsion], [Primed Heated Charge], [Lethal Torrent]
Steel Path and onwards or Prodman runs: Go for the toxin build above but use strip in order to remove the problematic armour of the tanky corpus units.

Explanation: Corpus enemies are heavily shielded. The best approach to dealing with them is ignoring said shield with tox damage and tox procs. Index enemies have alloy armour which starts off as nonconsequential but becomes an issue as the rounds go on. Radiation can be used to simply overpower the armour with raw damage but as the waves go on this becomes impossible. Eventually both the armour and the shields become problematic which is why you should either bring a way fullstrip them and use tox.

Infested:

Explanation: Most infested units don't have armour nor shields. Meaning they are complete pushovers to borderline any build. Their heaviest units have some armour and are vulnerable to corrosive so using corrosive on all infested is a pretty safe bet.

Corrupted:

Explanation: The corrupted faction consists of multiple different defense types. Although technically you should have a corro Heat corrupted build for their grineer units, a tox corrupted build for the corrupted corpus and a corro raw damage build for their infested units, realistically it's a safe bet to go for the grineer build on all of them and simply use magnetic on your primer to help you deal with shields. After all Grineer are the tankiest faction.

Sentients:

Last Slots:

[Pathogen Rounds], [Convulsion], [Primed Heated Charge], [Lethal Torrent]

Explanation: Sentients have a weakness to corrosive and heat is a primed mod. No banes currently in the game for them so [Lethal Torrent] is optimal. Bonus points if you subsume [Xata]'s whisper.

Errant Specters:

Below Steel Path: [Primed Heated Charge]
Steel Path and onwards: [Convulsion]

Explanation: These corpus units of the Granum Void have a health weakness to gas and a tiny amount of armour by default. As said armour becomes problematic at higher levels and when boosted by the steel path in the steel path your best bet is corrosive.

Alternatives:

Normal Expels and crit mods: If you don't have Primed expels and Primed crit mods.
[Barrel Diffusion]: If you don't have [Galvanized Diffusion].
Viral instead of corrosive on grineer builds: If you have a way to strip the enemies.

Non Alternatives:

Modding viral for high level grinner missions without stripping: Priming viral at those stages ends up being a much larger damage increase.
Any mods that increases +dmg: For the reasons stated at the start.
ESPECIALLY [Augur Pact]: The number of times I've seen this mod on [Mesa] is seriously saddening.
Not using bane mods when possible: Bane mods are multiplicative to +dmg, crit and elemental mods. Use them or lose a massive portion of your damage.

Non-Recommended builds:

Grineer:

Last Slots: [Pathogen Rounds]

[Primed Expel Grineer], [Hemorrhage], [Carnis Stinger], [Galvanized Shot].

Warning: The slash based build, although by far your best choice in endurance against armour if no strip is present is extremely unreliable and gimmicky. It's much better to bring strip rather than building for slash. So if you do decide to build this don't be surprised if the DPS is lackluster and non-consistent. And yes, overall [Carnis Stinger] provides more slash procs than [Saxum Spittle] this is because [Hemorrhage] and [Internal Bleeding] aren't great mods on weapons that don't force impact procs.

Generic (Lazy Build):

Steel Path and onwards: Deep Freeze
(Make sure the viral/corrosive mods are before the heat mod to make vial/corrosive heat)

Warning: This is a non-specialized build. Meaning it will be great against NOTHING. I do not recommend going for this build as swapping between different configs takes only a few seconds and the time is usually more than made up for in the long run as using the optimal build allows you to clear missions faster. But if for whatever reason you still don't wanna click a single button then don't blame me when your DPS is lacking.
