I tried to harmonize the efficiency of the energy replenishing factor with the shield generation factor in the limits of Harrows stats. The result were this build, which is highly in favor for head shots and usable for hunting Eidolons. Using his 4th ability with a good timing will use any energy by an Teralyst (and higher) to be ignored for all players in affinity range (50m) - this can be increased by Nakaks rocket flares and not with modding the ability range.
All abilities profit from these balance, giving the player a choice of defensive gameplay or more damage supporting style. It is thought not as a main damage dealer build, there will be more risky but rewarding builds out there for that. The builds is based on the group benefits and own micro-management of [Harrow] himself, which can give you a very rewarding feeling if you learn to understand all of his abilities and the synergy between them.
The Arcanes are there for unusual energy depletion factors and are there as a security system against interruptions like magentic procs form corpus or the water in the Plains of Eidolon. one 80% and a simple 20% will add to 100% resistance.
