Polarize is a powerful CC ability when combined with the [Counter Pulse] augment. It scales its range with duration far more than the actual range so we subsume a QoL ability that fits with the stats.
Dispensary is chosen because it allows for a very passive playstyle but Quiver and Null Star also fit with the high duration. Crush is replaced because the range makes it nearly useless but Pull is another good option since it isn't much better.
[Natural Talent] is a flex mod that can be replaced with additional augments for your subsume ability.
[Enemy Radar] mods help you and your team to find enemies. The nature of this build sometimes forces you to track down stragglers.
Arcane Aegis allows you to spam Polarize or other abilities in conjunction with an Augur mod to stall until it procs. It can be replaced with any other arcane of your choice to suit your playstyle.
